Public Diplomacy In The Era Of Globalization

Diplomacy is a more civilized and rational means which are used to bridging the conflict and strengthening the cooperation, it plays an irreplaceable role on adjusting the international relations. Diplomacy is a long-standing activity, at the end of early primitive commune there will be a bud of diplomatic activities. In the traditional concept of system, diplomacy has always been regarded as a privilege of the rulers, it is considered as a particular area of the ruling class, and it has the sacred and mysterious color.Since it was 20 century 80 period, globalization has become the basic characteristics of the contemporary emerged increasingly. We have a different definition of attitude in globalization. However, a basic truth is the boundary of domestic politics and international politics has become blurred increasingly, with the globalization of the economy, all over the world has been linked closely. With the deepening of globalization and the improving of people's participation in political life awareness, diplomacy has always been considered as a privilege and specialized occupational area in old times, but in modern times it is increasingly open and popular, this lead to a new concept——Public diplomacy. The definition of public diplomacy in modern times simply put it as a government activity which enhance its international image and carry out some activities that directly aimed at the foreign public. Public participation and the expression of public opinion do not seem to have many mentioned. Even mentioned, only from the government point of view which Consider the success of diplomacy required the support of national, it does not reflect too much attention to public opinion and response.In the era of globalization, the diplomacy of any country can not be ignored public opinion. Whether in peacetime or in time of war, they should fully take into account all diplomatic actions that may arise from the social consequences. Therefore, we believe that the core of public diplomacy should be public opinion diplomacy, the concept of "diplomacy for the people" is government and public opinion which have a positive interaction, in other words, through the Internet media, public opinion research, such as a variety of ways and means, public can express their wishes to participate in and influence the government's foreign policy-making and diplomatic activities, this makes government can respect, respond and reflect the public opinion in foreign policy-making and diplomatic activities. On this basis, we reviewed the historical evolution of diplomacy, through the analysis of real case, and verified the rationality of this definition of diplomacy.The research of my paper is tentative, there are some deficiencies. But in the era of globalization, how grasp public opinion reasonably which can form a benign interaction between government and public opinion is an important subject of diplomatic agenda in one country.
