The Power Game Between Government And Society In The Development Of British Social Welfare System

To a certain extent, institutional change is a process of power game between the main stakeholders. This thesis is an interpretation of the development of social welfare system in the point of power game between government and society, which uses the research method of literature and the theories of game. By analyzing the different modes of the power game and its causes and effects, the study discusses how the institution evolved with the movement of the interests and power, based on this, it separate out the element of the good development of social welfare system.Based on the research of the relations between the British government power and social power, the main part of this paper analyzes the game process between the two powers in the development of British social welfare system. The emphases of this part are the interest relationship, the power game mode, and the effect of reform, and they are different in the three different periods of British social welfare system. In the established period, there are both consistency and differences of the interest relationship; the game mode is a moderate "stress"; the interests of all parties can be better met in the consultations. During the developing period, the interest relationship is very consistent; the game mode is radical "inclusive"; the game has brought prosperity of the institution in the short term, but it has become a hidden danger in the long term. In the reformed period, the interest branching achieved highest; the game mode is heated "confrontation"; it tend to sacrifice the interests of vulnerable groups to protect the interests of powerful groups.Through the above carding for relationship between institution, power and interests, we draw the following conclusions: government power play a leading role in the development of British social welfare system; social power is the source of the reform and development of the welfare system; The strategy adopting of power main in the course of reform depends on the benefit-oriented, and the existence of common interests is the basis of a consensus. The power structure affect the development direction of the reform, and reasonable power balances is the important prerequisite of the healthy development of welfare system.
