Build Standard Of MLSS Dynamic Adjustment System

China's Minimum Living Standard Scheme has been 8 years from the establishment utill now. The design of the system is not perfect and immature. The central and local governments are all hold on reforming this system, but the standard adjustment mechanism has not yet truly established. The social security system is a protection system basing on specific standards. Therefore, the standard setting and adjusting is in a particularly important position of building this system. At present, the core of China's social security system reform is to ensure adjustment of security standard. The standard of Minimum Living Standard Scheme is not a fixed value, it's necessary to adjust timely and appropriately.After 11 years development, Zhengzhou City's urban residents has been full protected and classification guaranteed under Minimum Living Standard Scheme. Resently in Zhengzhou City, the Consumer Price Index(CPI) is substantial rising. And live-spending of urban residents for basic needs is substantial increasing. At the same time, Zhengzhou City's socio-economic growth is growing rapidly and stability; the residents'wage level and disposable income level have been substantial increasing. But urban residents'standard of Minimum Living Standard Scheme could't fulfill the basic needs of the poor families. Minimum Living Standard Scheme has existed many defects. It's hard to fulfill the basic needs of the poor families. Families with different structure and different sizes can not enjoy the difference from the existing system. The author takes Zhengzhou City as an example, from the government dynamic adjustment's factors like the laws and regulations, funding, crisis early warning mechanism, the decision-making management systems, information management systems and the neighborhood committees to demonstration that we should take the initiative to establish and perfect urban residents'standard of Minimum Living Standard Scheme dynamicly, timely and appropriately. Then the urban residents Minimum Living Standard Scheme will become a dynamic adjustment system.
