| The accountability system of administration comes from the modern western countries and results from party government. Now it is a whole operational system and jurisprudence comes through a long time. The accountability system of administration aims at supervising and restricting for behaviors of administration of the principal part of administration. As a result,it promotes development of citizen society at a certain extent. In China,the accountability system of administration began from the SARS period. It experiences from a special case to system,this indicates that the accountability system of administration in China has changed from power system to legal system.However, China's administrative accountability system is still in its junior period, there are many irregularities in practice. This thesis is directed by legal theory and in the view of constitutional field. The research methods include practice analysis, historical approach, and comparative analysis methods. Referring to the former research results and traditional and modern theory of accountability and accountability of the legal system, some proposals and suggestions based to Chinese actualities are put forward. It aims to structure administrative accountability system from theory to practice, and promote the deep development of legal administrationThis article contains four basic elements .The first part of the deep analysis is the implementation of the administrative system of accountability. The second part introduces the history of the administrative accountability system and our country's historical development. The third part analyses the theoretic basis of administrative system of accountability. The fourth part is the focus of this article. This part analyses the incompletion of the development of administrative accountability in our country in recent years, refers to the accountability system in foreign countries and Hong Kong Special Administrative Region, and raises the basic system in establishing the administrative accountability in China.The author hopes that this thesis can be helpful for the theory study and application of the accountability system of administration in China,and can be useful to found a responsible government in China. |
