Research On The System Of U.S. Army Chief Information Officer

In a sense, information warfare is not only the confrontations of material forces such as arms, but also contests of knowledge and talents. In order to occupy the commanding height of information warfare, updating of concepts and renewing of systems is needed on the basis of technological innovation. America's Chief Information Officer System, along with the effective results of its implementation and the mature experience of its construction, constitutes a model followed by other countries pursuing development of such similar Systems.This paper, with appliance of the dialectic relations between technological and systematic innovations and the management theories, is an in-depth study and objective investigation into the origin, development and primary content of Chief Information Officer System, grounded on relevant materials. Chief Information Officer, an official in charge of the strategic planning, coordination and implementation of information technology system in an organization, supports the gaining of its object through designing and the best use of resources. As early as in the early 1990s, the U.S. Army has established Chief Information Officer System, aiming to strengthen exchanges and managements of information within the troops. Via a series of legislative regulations, the system, with ceaseless improvements, has become a significant guarantee for the acceleration of U.S. army's information construction. The Chief Information Officer System is not restricted to a leading position, but deals with a set of information-based governance structures and mechanisms with efficient functioning instead. Taking into account the selection, cultivation, appointment and management of Chief Information Officer, the system features four respective aspects: to make fine top-level design to ensure the orderly proceeding of military information construction; to emphasize goal programming to promote sustainable development of infro-construction; to control system construction well to erect a long-term mechanism which brings information technology into full play; to focus on systematic building to make military infro-construction to have regulations to abide by.Not emerging until a certain phase of history, the Chief Information Officer System turns into an objective requirement for the changing situation of global military transformation. The achievements in China's information construction at the current stage and the profitable trying by local governments and enterprises have provided massive support for establishing the Chief Information Officer System with PLA characteristics. With the adherence to the principle of serving the armed forces and putting national interests at the first, planning from the macroscopic perspective and strengthening guidance, basing oneself on realities and attaching importance to combat power, drawing upon fruits and developing with coordination, this paper puts forward specific measurements for the leadership, training, management and regulation in PLA's the Chief Information Officer System, as well as probing into the approaches of PLA's construction of the Chief Information Officer System.
