This paper consists of three parts:In the first part, the paper describes the background of British chief technology officer Council, the characteristic of British chief technology officer Council position, and the functions of council. Initially, the ideological and theoretical development of the UK context of public administration reform process and the government were sorted out. We analyze the current situation of UK electronic government development and its structure. Then, we analyze the characteristic of CTO's position, which is the element of council, and describe the relationship between CTO, CIO, as well as CKO(Chief Knowledge officer) positions and responsible areas. CTO is the information enterprise management theory introduced by government, it adapted the demand of government functions revolution in information age. It also offers theory basis for building the similar position in our country. Finally, we summarize the CTO's functions, as well as the relationship between CTO and CIO's issues.In the second part, the main part of the article, gives a detailed analysis of working content and model of British chief technology officer (CTO) Council. In the work achievement, the CTO introduces the concept of enterprise architecture and establishes the British cross-government enterprise architecture. It hopes that to avoid the e-government construct opportunity costs long construction period and difficulties brought about by the transformation through the once-build and re-use of this framework. The first edition of strategies includes the reference model, database experience, opportunity portfolio of potential exemplars, business functional area view, service business functions, governance and planning programs and the future direction of development. China's top e-government framework and design work is still in early stages, lack of appropriate jobs. An effective, comprehensive e-government construction management system is still not established. There is no uniform standard in all levels of professional and technical personnel responsible for the establishment of posts, resulting in fuzzy objectives and scope, powers and responsibilities of imbalance. Operations staff couldn't establish an effective communication with the top-level design of the architectcan. No integration team could be upbuilt to make amalgamation between business collaboration and information technology. In order to avoid disorder, repetitive and low rate of return on the construction, the overall framework of the e-government construction of China has entered a period of calm and reflection. In this case, the UK CTO council experience in relevant fields will bring benefit for China in adjustment strategies and deepening the development in the period of twelfth fifth-year. |
