The Research On Participation Mode Of Third Department In Public Administration

With the development of society the domain of public administration is ceaselessly developing.In governance and jurisdictional limits the single governmental mode hasn't been apt to the developmental demand of public administration.So,the Third Department as the supplemental unity of public administration walks into people's view.The effective participation is the important assurance in the public administration.In order to bring the Third Department to play fully we need to pay sufficient attention to the participant mode of the Third Department.The paper discusses the possibility and necessity of the Third Department from the theoretical and practical levels.Meanwhile from the analysis to the historical evolvement and development of Third Department participating in public administration we find that the mode of Third Department participating in public administration is entrustment foremost affiliated by substitution.At last combining with the practical experiences and lessons of Third Department participating in public administration we find that in the participation one side is to go on perfecting the entrust mode,the other side to create the condition to develop substitution mode.
