A Study On The Innovative Methods Of Township Party Secretary's Ideological And Political Work

The ideological and political work is the Chinese Communist Party's political advantage and fine tradition. Townships are the rural grass-roots of political power in China. To improve township government's public service capacity, and to overcome the situation called "two faces", of the ideological and political work and other work, it is required to strengthen and improve the party leadership at the township.Whether in theory or in fact, the township party secretary is at the core of the township's political arena. With the transition of planned economy to socialist market economic system, "San Nong" received enormous development from the vertical view, but from the horizontal point of view, "three rural issues" did not receive complete solution because of the implementation of the national agriculture policy. Such as, the dualistic urban and rural areas are still in a very grim situation. Therefore, the township party secretary, as a leader, must assume this historic task of transforming the ideological and political working methods in the township, in order to provide spiritual power and direction for ensuring the rural reform and development.The township party secretary employs the socialist core value system to lead the reform and development of township. This thesis, the socialist core value system as the guiding ideology, aims to, by means of theory and practice of the modern ideological and political work, put forward the specific ways to the innovation of the working methods of the political thought of township party secretary, based upon the exploration of the need for the transformation of the ideological and political working methods of the township party secretary, and their the basic principles and general forms of manifestations, etc., in the time after the agricultural tax. These specific ways are as follows: to implement the township governance model of the "county-level agencies dispatched + township self-government organizations"; to cultivate the learning organizations within the Party and radiate them to society; and to construct the main ideological and political work mode of the township party secretary.
