An Analysis On The Operation Of Cultural Foundation In China And America

New thought about public management attaches great importance to the roles and strengths of the third sector in the management of public affairs. The management of social public affairs in the form of foundation is an effective mean of management. Supporting and developing culture in the form of Cultural Foundation is the most effective means that those super powers which are strong in the cultural industry adopt to communicate the government with social culture.The purpose of this thesis is through analyzing the operation of Cultural Foundation of the United States and China combining with the problem of China's Cultural Foundation, proposes some suggestion for the further development of China's Cultural Foundation. Cultural Foundation is the way to realize the transmission of government cultural management and deepen reformation of cultural system in the new age .This article is divided into five sections. The first part is the introduction. It introduces the research background and significance of the study, literature review, Innovation,and relevant concepts and theories. The second part introduces the concept classification and functions of the Foundation. The third and the fourth parts describe the current status and the operating mechanism of Cultural Foundation of America and China respectively. And these parts take the specific cases of United States National Endowment for the Arts and the Shanghai Cultural Foundation as the supports. The fifth part points out the problems of the China's Cultural Foundation and gives some advices on it through analyzing the American experiences.
