On The "Trinity" Adjustment To Village-based Organizations With Background Of Villager Autonomy

The autonomy of villager in modern China is originated from the mechanism arrangement which came into being at the end of the last century, inspired by the innovation and practice in the civilians.This matter is connected with the life and fate of 900,000,000 peasants.The management system in grass roots,linking strongly with the national stability and development,collides continually with the traditional cultures and realistic circumstance.Discussing the contradiction between the village administration committee and party committee,villager autonomy lacking the economic support with self-productivity,the village-based economic organizations impacting negatively the village administration authority,the author begins with explaining the definition of villager autonomy and the classification of village-level administrative organizations,emphasizing on the relationship, collision and function consummation among the village-level organizations with the background of villager autonomy.Further more,taking the following as example that the "Trinity" among village party committee,village administrative committee and village economic organizations in Kaifu District of Changsha City,Zixing County of Chengzhou City,Xiangyin County of Yueyang City,Dongkou County of Shaoyang City,the author narrates the unification of public authority in the rural society,the cohesive effects of village management and integrity,economic democracy as the foundation of politic democracy,the resource utilization presenting the economic functions of villager autonomy;analyzing the reasonableness and feasibility of village administration conformity lying in the adjustment of village administration. Meanwhile,the article states the methods on how to realize the exchangeable commission,on how to invigorate the village economic resources,on how to keep the reasonable power distribution.The author holds that spontaneous creation from the grass roots has been the logic starting point of villager autonomy.Because there are various situations in different rural areas,the diversity of villager autonomy will experience a long-run tendency.Being involved with the new exploration of villager autonomy practice,the writer argues that it can not reach the conclusion between negation and affirmation, instead,the executors should judge the effects according to peasants' wills and practice,and take the rural real situations into account.The mass in the grass roots in Hunan province creatively implement "Trinity" in the process of village administrative authority adjustment.That functions the village administration as intermediary between peasants and governments,and that between peasants and markets.All that reinforces the construction theory helpful to regime and organization in the grass roots,continuously develops and enlarges the democracy in the grass roots,breaks through the existing plight about the villager autonomy,resolve the various beneficial and power confliction,construct and perfect modern rural administrative models suitable to the new rural construction.
