However, because of the society and nature existing inevitable elements, the crisis takes place in our country frequently. Withal, If we don' t set up the valid machine processed of public crisis management and the public crisis can't be handled timely and properly, it will cause the casualties of crew and the loss of economic , even influence the steady of the national politics, the economy and the society. So the public crisis management has become an important issue that our government and other society organizations must confront.As the development of the economic and the society, comprehensive national strength of our country increase continuous .But the crisis takes place in our country frequently, the effects of the crisis are widely and the result is very serious. Only depend on government to assume the duty to manage the public crisis is not enough. So we should encourage the other treatments to solve the crisis. Non-Governmental Organizations by its superiority, come into being under such a situation on behalf on the folk force. So to establish the crisis management between the government and the Non-Governmental Organizations and let Non-Governmental Organizations plays an important role has become very necessary.At present, our research on the public crisis management mainly focuses on the governmental capacity. The thesis is being based on Non-Governmental Organizations participate in the management of the public crisis to probe into this problem.
