Township government is at the end of Chinese governmental system and plays an important role as the base of government organization. Township government is in the grass level, and plays a special role in carrying out social management and public service. With the overall background of promoting scientific thought of social development, constructing harmonious society and new socialist countryside, and creating a well-off society in an all-round way, no policy can be carried out without the township government. Therefore, it is of striking importance to make a research into the policy implementation of the township government, which plays an important in the implementation of scientific thought of social development and the construction of harmonious society, as well as the realization of new socialist countryside and the great project of building a well-off society in an all-round way. The township government is first a systematic organization, and the implementation capability actually reflects the organizational capability. Therefore, factors that affect organizational capability also indirectly affect implementation capability. Therefore, the analysis into the hindrances in township government policy implementation from the perspective of organizational capability is theoretically applicable and practicable. Organizational capability is the special ability of an organization, and it is a structural capability, including organizational structure, the capability of organization members, the adaptive ability of the organization and organizational culture.This paper consists of five parts to research into the problem of the hindrances in township government policy implementation.Part I mainly analyzes the background and significance of researching the hindrance in township government policy implementation under the new condition, and makes a literature review of current researches and the related literature, and then lists the method of research and the structural arrangement of this paper.Part II researches into the applicability of the organizational capability theory to the township government policy implementation. First organizational capability theory is defined from the two dimensions of content and constituent factors, and on this basis, the applicability of the organizational capability theory to the township government policy implementation is discussed.Part III analyzes the manifestation of how low organizational capability hinders the township government policy implementation. The author illustrates the manifestation from four perspectives: the complex structure hinders the policy implementation of township government; the lower ability of government staff hinders the policy implementation of township government; the lower adaptive ability hinders the policy implementation of township government; the closed organizational culture hinders the policy implementation of township government.Part IV analyzes the reason why the organizational capability hinders the policy implementation of township government. There are mainly four reasons: first, the disorder of the township government function results in the redundancy and complexity of its structure; second, the imperfect incentive and withdrawal system in the township government leads to the lower ability of staffs in the government; third, the lower ability of the township government in integrating human resources leads the lower responsiveness of the township government; fourth, the backwardness of township government' s function leads to the closure and backwardness of its organizational culture.Part V gives a proposal about how to improve the policy implementation capability of township government, including: transforming the function of the township government, improving the incentive and withdrawal system of township government,strengthening the responsiveness of township government,cultivating a pioneering township government culture.
