On The Equalization Of Public Services From The Perspective Of Public Policy In China

Since reforming and opening up, China's economy and society develops sustainable, people's living standards is improved significantly, the basic public services of social needs have a comprehensive growth trend too. But by historical, institutional and other factors, China's economic and social development is disequilibrium discrepancy between regions and between urban and rural areas of basic public services has widened, which has increasingly become a important constraint factor to building a well-off society in an all-round and promoting social harmony. " the decision of a number of major issues of CPC Central Committee on building a harmonious socialist society "which is passed in Sixth Plenum of the 16th Communist Party of China(CPC) Central Committee ,clearly pointed out : it is necessary to "improve the public finance system, gradually realize equalization of basic public services". Although the equalization of basic public services has become a hot issue, the theoretical circles at home and abroad have not reached a unified understanding about it, and system discusses about it are rarely.This paper which based on some theory such as view of private demand and public demand, public finance theory, social justice and rich first and rich together theory , the theory of building a harmonious socialist society and as well as practical experience of developed countries, objectively analyzed the possibility and necessity of achieving equalization of basic public services in China; studied and analyzed the situation of the supply of basic public services in China and the reasons for that, this paper put forward some measures and request to achieve the equalization of basic public services, including positive transformation of government functions, establishment of public supply system, improvement of the public finance system, reforment of the household registration system, expantation of social participation and formulatation of some laws and regulations, for the issues that the regional disparities, urban-rural gap, the gap between the rich and the poor, and the discrimination supply in the supply of basic public services in our country.
