The County Government's Action Logic And Expression Under The Capital And County's Interaction Perspective

Recent years,the county's status in the entire political system of our country has begun to receive more and more attention from all aspects.It is regarded as the basis of modern politics and the whole point of breakthrough in China's innovation of system. Along with the local authority's consciousness of benefit body awakening and enhancing, the county government's enthusiasm to promote local economic development has grown to ever greater heights.In order to achieve rapid economic development and the development by leaps and bounds,many areas have started attracting investments in abundance,and it is defined as the central task and the greatest political achievements of all leadership and sectors.Then the duties will be issued to all of them,also some rigorous standards of evaluation,rewards and punishment will be developed.After that, the government will mobilize all sectors,leadership and social resources to attract and serve investments.At present,attracting investments has become very important daily work in the less developed regions in China.Therefore,it can be said that it is very helpful to exam attracting investments,which is a central and political task and affects all sectors,leadership and social resources,in order to get a clear understanding of the processes and mechanisms of the county politics' functioning.In this paper,the author maks a detailed description and a profound analysis of the reason,operation process and the achievements of the attracting investments in county B in Henna province so as to study how the power of the county works.Through the investigation and exploration of the attracting investments in county B, this paper argues that,such less developed counties as B,in the context of surpassing modernization,under the complex function of a variety of internal,external practical factors,it is necessary and necessity for the county-level government intervene in investment attraction and the development of local economy.Despite some flaws,its leading role can not be ignored.We found that,on the one hand,in the process of local government's attracting investment,although the local state debug themselves in order to meet the needs of capital unceasingly.Their completion awareness has strengthened.They have achieved noticeably improvement in many aspects.For example, they reduce some administrative controls,improve their efficiency and is more specialized in management.Yet the system basis and the operation mode of the local political system has not changed,namely still practice the pressure system and the movement patterns of mobilization.On the other hand,in order to attract investment,everyting is done for the capital,which causes the capital authority much too formidable,the political autonomy is much weakened,and the community itself is also relatively weak,which cause the power of capital is too strong to keep a balance among the power of political,economical and social.Any county who want to realise sustainably economic development,social justice and political stability must keep economic or capital power,political power and social power in a balanced state.So when we recognize the local governments' the main quasi-market status,strengthen their economic functions,create a good environment and services for capital.At the same time,we should continue to enhance the autonomy of the political power and its public construction,promote social development to enhance the control of capital.A full play should be given to democracy and the rule of law to balance the capital,regulate the conduct of capital in order to achieve the balance of the political power,economic power and social power,and also a harmonious development of the relationship among the state, markets and social.
