The Study Of County Governments’ Functional Orientation In Inviting Investment In Business-Xianyou County

Chinese economy has entered a new state during the "13th Five-Year Plan" period,with the continuous comprehesive enhancement of all-round reform,new changes have taken place in the county’s economy.Attracting investment policy plays a important role in promoting county’s ecnomic developmeng,also facing greater pressure and impetus.With the constant improvement of the market economy system,the county’s government is no longer taking charge of economic development directly.However,under the pressure of economic downturn,it still shoulders the responsibility of promoting the economic development in the county.In view of this,how to adjust and transform the role of county’s government in investment promotion,and promote the development of county economy has become the urgent problem to be solved.This paer analyzes and summarizes the results of theoretical research both at home and abroad,using the methods of theoretical analysis,literature analysis and case analysisthis,as well as with the help of new public service theory and target management theory to focuse on the functional orientation of county’s government in attracting investment and sort out the existing problems,and taking Xianyou County as an example,it indicates that Xianyou County Government investment attraction work has made some achievement by by increasing infrastructure investment,improving administrative efficiency and strengthening service awareness,etc.However,there are also some problems happening like contracted projects made in advance but insufficient supporting industries,the incentive mechanism is not perfect.Finally,the paper explores and proposes the measure and suggestion how to improve the county government’s role homing in the process of investoment attraction.
