System Dilemma And Opportunity Absence

The report of the 17th CPC National Congress mentioned: "respects and ensures human rights, ensures the right of equal participation equal development for social members" "to formed the lively situation which everyone is responsible of social harmony, and the harmonious society would be shared among people" . We should "carry forward the spirit of humanitarianism, develop the Handicapped Utilities" ,and lay emphasize on the disabled people as a key task for the livelihood improvement. Paying close attention to the disabled people and supporting the Handicapped Utilities not only the inevitable requirement of ensuring the Vulnerable Groups rights of living and developing, but also the proper meaning of sharing the social development products and structuring the harmonious society. Thirty years ago, the Handicapped Utilities in our country have been developing considerably along with the reform and opening-up policy. The disabled people participated in further social fields. But there are still a series of problems, such as distemperedness in the political participation right insurance system, the low level of economic participation, the lake of culture participation, etc. We should highly value these problems which have been great obstacle in structuring the harmonious and justice society.We have analyzed the disabled opportunity absence from the public participation and the in-depth constitutive reasons which the disabled has not been able to share the social developing achievement. We also analyzed the inner logic and the mechanism of the restrictive relations between the system dilemma and the disabled opportunity absence from the public participation. At the same time, We have carried on some discussions to the relationships between the social justice and the disabled public participation, the system innovation which for ensuring the disabled public participating opportunity based the social fair theory and the system innovation theory.The findings indicate that: The system dilemma is the significant fact that the disabled not be able to participate in public life. The system flaw influent the disabled opportunity absence significantly; the system conflict is significantly correlated with the disabled opportunity absence; the system preference is a significant fact that causes the disabled opportunity absence; the system credit-breaking is an important fact that causes the disabled opportunity absence; the system distorted-execution is a great influence that causes the disabled opportunity absence.
