Administrative benefit is an important mode to solve the social problem of poverty and also the responsibility of the government. Nowadays, its significance is more important in the establishment of harmonious society. The actual gap of the poor and the rich is obviously contrary to the essence of harmonious society which is to structure a fair society in which all the people get along with each other in harmony. Administrative benefit system can well reconcile this conflict. It not only can safeguard citizens to enjoy basic living right and to provide the condition and make it possible for people's survival and development, but also be able to regulate economy, alleviate social contradiction and promote harmonious development of society.This paper tables a proposal to develop our country's administrative benefit system based on the analysis of this system from ancient time to the present and in all countries. The preface briefly states the background and significance of the selected subjects of this paper, introduces our country and foreign countries' research status, presents research methodology and research tools, and at last summarizes this paper's innovation. There are total four parts of this text:The first part focuses on the discriminating the concept of administrative benefit and concludes into its three main traits, that are awarding benefits, the rights and obligations of the unity, and integration. Firstly, it analyses current three mainstream points of view, then comes out the argument of the paper, namely, it dissertates in the most generalized definition of administrative benefit, moreover, it illustrate the similarities and differences among relative concepts, such as administrative benefit and benefit administrative, administrative assistance, administrative material assistance, social assistance and social security. Secondly, it specifically analyses above-mentioned three specific features of administrative benefit.The second part applies empirical analysis to investigate the benefits of our administrative system. Firstly, from the analysis of administrative status quo in our country according to two aspects, that the one is basic administrative benefit based on protecting the right to life and the other is development administrative benefit based on protecting the right to develop, it indicates that our current administrative benefit system is in the period of flourish development; Secondly, it introduces the history of our current administrative benefit system. At last, it sums up the main problems of our current administrative benefit system through the comparison of advantages and disadvantages from past to present in our country.The third part, applying the technique of corresponding classification and comparative analysis, it researches the development of this system in major developed countries. This part summarizes and analyses the characteristics of administrative benefit system in several typical Western countries, such as United Kingdom, Sweden, the United States, Japan and so on, for example, the most prominent feature of this system in United Kingdom is comprehensive legislation and the protection of rights, in Sweden is the influence of welfare state theory development, in the United States is the focus on the change of government functions and powerful administrative benefit, and in Japan is the strong learning ability and application of foreign systems. The dissertation of this part paves a way for the explanation of improving our administrative benefit system in the fourth part.The fourth part provides the corresponding solutions to the main problems existing in our current administrative benefit system by learning from foreign experiences. The solutions are to set up independent administrative payment relief mechanism, to appropriately define the object to be paid, to build 'floating mechanism' to reasonably fix on benefit level, and to promote it by improving and diversifying means to benefit and so on.
