| Going with the new public administration movement, the administration thought of government performance rose in the latter half of the 20th century. As its development in both theory and practice, it has gradually become one of the important guiding principle for western countries governmental reform. Particularly, the government performance of the US and the UK set a good example for us, such as stressing performance, high-level promotion, legal guarantee and citizen participation. All this is worth of our local government's learning.At the end of 20th century, we began to pay attention to the western thought on government performance, and carry out some of the thought. But there still exist some problems. Scientific assessment, social participation, policy guarantee, and meanwhile facing interests adjustment and concept barricade. All of this was because of the historical factors left by planned economy, the malpractice of supervision and balance mechanism, insufficient assessment system of civil servants. To enhance the governing capabilities and establish a government that people are satisfied with, we should carry out government performance from the dimensions of concept, legislation, system and operation, so that a highly efficient, service-oriented government conforming to the situation in China can be formed.The western thought on government performance attracted our country's attention at the end of 20th century. The Nantong city in Jiangsu province firstly put them into practice successfully, therefore it is called "Nantong pattern". Due to some historical and system factors, local system of government performance management in our country still exist many problems. "Nantong pattern" provides a reference way to build and improve government performance management system. This paper, starting from "Nantong pattern" attempts to discuss how to establish the local government performance management system in order to promote the work efficiency service level of government. |
