Research On The Status And Solutions For Managing The Detention Places Of Public Security In Shijiazhang

The management of the detention places of public security plays an important role inpublic security work. It takes the responsibility to supervise, educate, treat and correct thepersons in detention. It is charged with ensuring that criminal suits and administrativeenforcement can go smoothly and ensuring the legitimate rights and interests of the personsin detention. The persons in detention are mostly suspects arrested in the name of law orthose taken into custody, also include criminal with one-year-left in prison and persons whoare forced to give up drug, persons who are collected and educated, persons who areadministrative attached. So to strengthen and improve management is the permanent theme.Carrying out"two managements", that is, management of law enforcement officials andmanagement of the persons in detention, is a prerequisite to guarantee the safety in thedetention places of public security.In this paper, following the theory of management of human resource and the thoery ofregional analysis and program, focusing the two managements,using the methods of casestudy, comparision analysis and institution analysis ,the writer have analyzed the currentsituation of management of the detention places of public security in Shijiazhuang. Thewriter explains how to improve the resouce of police , how to make rules for the detentionplaces and put it into reality , how to carry on regular management of persons in detenionand how to prevent easily-happening accidents. The writer makes a conclusion of what theproblems are and why there are these problems. Drawing lessons from better solutionsgained from the other cities, the writer makes some suggestions for setting up the detentionplaces in safety and for reaching the goal of"two zeros".The analysis and views in the paper are on the base of cases and objective facts. Itsurrounds the center of public security work and puts some relevant spirits into effect.There's the goal to realize no prisoner's escape, no accidents of prisoners who weresentenced to death during the term of imprisonment and the continuous decline of accidentsin the detention places during the whole year. Do some research and make suggestions tostrengthen and improve the management of the detention places in Shijiazhuang, and in theend put forward the positive and steady development of the detention places of publicsecurity.
