Research On The Effect Of E-learning System Applications In The Civil Servants Training

A government's working ability and efficiency, nation image and authority, eventhe strength and status in the international competition always depend on the abilityof the civil servants to some extent. At present the international and domesticenvironment we living are taking place tremendous diversifications and varieties;thus our civil servants are required to enhance their personal quality into a higherlevel. Under this situation to improve our nations civil servants training system andto train high-quality civil servant have become one important nation's humanresourcesstrategic project.Although China' civil servants training has entered the institutionalized andstandardized trend in the mass, there are still many problems and shortcomings in thetraining system. We believe we should design and build a scientific and inconformity with the national conditions e-learning civil servants training system, sothat we can settle and solve the problems in the traditional civil servants' trainingmode and improve China's civil servants' training system.In this paper we discuss the problems of the civil servants' training system at thepresent stage, use the systems analysis approach basing on the existing research andtheory at home and abroad, combine the knowledge management and performancetechnology, deeply make research subject on the e-learning civil servants' trainingsystem building, submit a learning framework on the training performancesimprovement, and give a detailed statement on the five-system such as trainingmanagement system, content management systems, resource management systems,teaching delivery system and electronic performance support systems. Finally weexamine and find out the deficiencies of e-Learning training system and makesuggestions on the civil servants' training system further improvements.
