Communities are the cells of a city, and community management is the basis of city management. Communities'developing in healthy ways is the necessary factor for a city's economy development and culture progress, so it's very necessary for us to study the community affairs. As the electronic information technology developing faster and faster and the internet becoming more and more popular, people's living and working styles have been changed greatly. Now citizens have been accustomed to brows information, send mails, communicate feelings on the internet. As the basic organization which communicates most with the community citizens and facing the informational trend, the community management department must change the traditional way in which it runs, and get used to the new changes.Five chapters are included in this paper. The first chapter is to talk about the background of the study, the meaning of the study, the thinking and the methods of the study. The second chapter introduces the definition and the classification of the community, western community theories and community management models abroad and domestic. The third chapter introduces that the environment was offered by the e-government and the environment offers some opportunities to community management, in additions, this paper also introduces the experience of domestic community management with the electronic informational methods since our country introduced the electronic informational methods. the influence of the e-government on the community management since it was brought about, and figures out the advantages and the disadvantages in the community management according to introduce the experience of domestic community management with the electronic informational methods since our country introduced the electronic informational methods. The fourth chapter is the center of this paper; it put forward some strategies about community management by describing the need of innovation and the influences of e-government. Take Shapingba district of Chongqing for example, the last chapter puts forward some methods which based forward theories to improve the current community management of Shapingba district in Chongqing.
