With the rapid development of the information age, e-government is becoming the orientation of the public service development at home and abroad. Taking the Internet as platform and advanced information technologies as a means to inform the public with interactive, convenient, efficient, open and transparent online services for service-oriented e-government is the characteristics of the development trend of e-government at present.The county territory government faces the basic unit directly which is the macroscopic and the microscopic intersection in our government. It has the heavy responsibility simultaneously in organizing and leading the social economy enterprise to develop and provide the public service for people of the entire area of jurisdiction. Along with society’s increasing progress and development, the public set a higher request to the county territory government’s public service ability.This article unifies the enterprise resource management theory and the customer relationship management theory, carries on the interior and exterior transformation to the county territory government electron government affairs public serviceability and enables it to become the response to be a quicker, higher-efficiency, more transparent and open government, provides the people the high quality public service in the area of jurisdiction.This article is composed by the introduction, the correlation concept and the theory explanation, the present situation analysis, the overseas success experience analysis, the pattern innovation countermeasure and the conclusions.Part I introduces the topic of research background and significance, related research, research methods, research at home and abroad, the main frame content, research and innovation of the research.Part II describes the enterprise resource management, customer relationship management, e-government and county government concepts and theoretical elaboration. Then value analysis is made based on the two theories of the county public service model innovation.Part III makes an analysis of the present situation of supply and demand on the internal and external aspects of the current county government public service identify current gaps in supply and demand for public services in the county.Part IV introduces enterprise resource planning and customer relationship management in foreign countries on the improvement and innovation of governmental public service. Through the analysis of actual cases of government public service reforms abroad, we will find points of Chinese county government public services and building road.Part V is the innovative design of this article that you’re looking for, the use of enterprise resource management, customer relationship management theories of the county government’s internal, external aspects of reform and innovation, thereby improving our county government supply mode of the public service.Finally, in the conclusion part I summarize the full text of the study and prospects of e-government public services in the county.
