Abstract/Summary:
Based on relevant theory and current regulations governing floating population management, this thesis investigates research about the status of floating population management in Dongguan City, with the current situation in respect to floating population management in Dongguan as its main object of research. A variety of methods have been applied for the thesis such as, the literature research method, questionnaires, discussions and interviews, and statistical data processing. By analyzing the problems of floating population management in Dongguan, this thesis puts forward a series of countermeasures for stabilizing the actual floating population management policy in Dongguan. It is also aiming to attract the attention of the local government and other relevant social departments as to the importance of strengthening floating population management, and thereby to provide a concrete reference resource for relevant departments in their investigations and making of countermeasures concerning the issue of floating population management.As the prolegomenon, the first chapter mainly introduces the purpose, significance, summary, thoughts and methods of research. Firstly, it highlights that the purpose and significance of such research lies in the proposal of countermeasures that are to be in compliance with the actual floating population management policy of Dongguan through analysis and research. It should lay a comprehensive foundation for social stability and the smooth promotion of the dual transformations in economics and sociality in Dongguan. Secondly, it describes the historical process of research and management on the issue of floating population in China, beginning from the establishment of the Xia dynasty in 2070 BC and concluding at the foundation of modern China with specific emphasis on the era since the reform and opening-up. It makes an investigation on the practical significance of strengthening floating population management in Dongguan. Thirdly, the thesis introduces each major reference for the research, including relevant theory and current regulations governing floating population management. Starting with an analytical review of the current situation and considering the characteristics of floating population and the causes of problems of floating population management, this thesis proposes countermeasures on strengthening floating population management in Dongguan. A variety of methods have been applied within this paper, including the literature research methods, questionnaires, discussions and interviews, as well as statistical data processing.Hypothesizing around the concept and classification of floating population, the second chapter analyzes the features of the current floating population in Dongguan, and its positive and negative ramifications for Dongguan's social economy. It firstly defines the floating population under discussion through this paper, and moves to classify the floating population in Dongguan based on given standards. Secondly, it analytically describes the current status of floating population in Dongguan. Among the more than 10 million actual people in Dongguan, only 6,948,000 of them are categorized as permanent residents. It also analyses the range of features to be considered in floating population of Dongguan from the following aspects, including age, sex, place of sources, time of residence, employment structure, educational level, the regional distribution in Dongguan.The latter part of this chapter discusses the positive effects of the floating population on social economy of Dongguan in relation to five aspects: 1. it satisfies the demands on labor force of the major projects in Dongguan; 2. it quickens the urban constructions, especially municipal constructions; 3. it promotes the development of tertiary industry, especially service industry; 4. it further develops the labor-intensive industry; 5. it contributes to the increase of financial incomes.It also discusses the negative effects of the floating population on the development of society and economy in Dongguan in the following seven aspects: 1. it brings enormous pressure to the transportation system and living & service facilities in Dongguan; 2. It causes great impact on social security and social order; 3. It brings negative influence to urban and community life; 4. It increases difficulty of family planning management; 5. It worsens the confusion of market order; 6. It increases pressure to the job market; 7. It intensifies social conflict.Through the above analysis and discussion, this chapter highlights the importance of the research on the scientific management of floating population in Dongguan.The third chapter summarizes the strengthened management on floating population in the past few years in Dongguan from three aspects: 1. Various public services provided by Dongguan government to the floating population; 2. Severe crackdown on criminal activities; 3. The innovative service & management system and manner on floating population. By analyzing problems of supplying public products, services and security management, the thesis highlights that the current situation of floating population management in Dongguan remains a serious issue and is still facing serious challenges. It argues that the major problems of floating population management in Dongguan lie in the nonconformity between the gradual establishment of an integrated open market system, the unemployment rate in cities and towns, the structural differentiation of social benefits, the weakening of social control as well as the internal causes of floating population. As the focus of research in this paper, the fourth chapter bases discussion on the causes of problems in floating population management for Dongguan, raising a number of countermeasures to strengthen floating population management: 1. To gradually introduce legality into floating population management by addressing the management regulations and legal system; 2. To better organize the floating population through the establishment of a multiplex management and organization system; 3. To protect the legal interests of floating population by labor dispute mediation; 4. To establish a new social security guard system by strengthening the management of social security in public security departments; 5. To remove potential security dangers of leased houses with a standardized management system; 6. To establish a mechanism of self-governance by floating population; 7. To raise consciousness of municipal regulations by floating population with wider legal awareness and education; 8. To form a fair and civilized enforcement team by intensifying the training of team members; 9. To maintain public order through cracking down criminal activities of the floating population.The fifth chapter concludes that the upgrade of a city relies on the healthy social environment. As the proposal of the development strategy to further promote the dual transformations in economy and society in Dongguan (the promotion of transformation from resources-led economy to innovation-led economy, the promotion of transformation from an urbanized society with lower level to an urbanized society with higher level)【1】, people will pay more and more attention to the concept of floating population management. However, efforts should be made to figure out the problems concerning how to realize a fundamental improvement of management for establishing a municipal city. We also need to investigate how to integrate the labor force of floating population and local residents for the integrated development of society of Dongguan. The traditional labor allocation and former working manner seem far too small for it. We should promote the transformation of services by innovative management. Therein the process of realizing innovative management will bring forward another challenge to the existing theory.
