Non-traditional security issues become increasingly prominent in the context of globalization. As one of the currently non-traditional security threats, terrorism crime being a world hazard constitutes a grave threat to the international peace and security. Since early 1990s, terrorism has grown and spread at the western borderland in China. The major terrorist forces are East Turkistan and Tibet Independence forces. These two forces have committed plenty of terrorist crime, which has a severe impact on regional even national security and stability. To effectively combat terrorism activities is an important means to uphold national unity and long-term stability. Under the new situation, the fundamental way to prevent and combat terrorism in the western minority areas is to speed up economic development and social progress, to eradicate the breeding grounds of terrorism, to perfect the anti-terrorism legislation, to strengthen grass-root regime construction and religious affairs management, to establish effective anti-terrorism institutional mechanism, to enhance international cooperation against global terrorist threat.Based on the definition of non-traditional security, terrorist organizations and terrorist crimes, this thesis analyzes the main factors which influence the security and stability in western ethnic minority communities in China from both international and domestic aspects. In the main body of the thesis, non-traditional security theories and criminological theories will be used to analyze the terrorism forces and major terrorism criminal activities, and then proposes some countermeasures against terrorism with a view to effectively preventing and combating terrorism in western ethnic minority communities in China.
