A Study On System Constructing Of Providing Social Security For Peasants Without Land In Jinan

With the developing of the urbanization, a lot of rural collective land was xpropriated. Because of that a great deal of peasants lost their land. It is not only a social problem but also a legal problem to research how to protect their legal rights and interests. If the problem is dealt with effectively and efficiently, not only the peasants without land would benefit from it, but also our society would be getting more harmonious. Otherwise some bad results would come out finally. At the present time in China there are many problems on the legal system to expropriate rural collective land and protect the peasants without land. In order to contribute to the progress of urbanization and protect the legal interests of the peasants without land, the actual expropriation system of rural collective land and the compensation policy for the peasants without land must be reformed immediately. That is to say, based on strengthening the peasants' property and utilization of the rural collective land, the standard of the compensation for the peasants without land should be heightened and the reasonable social security system protecting the peasants without land should be established and improved.As an official of Jinan municipal NPC Standing Committee in Shandong province, based on the working experiences, the author observes the present situation on the life, employment and social security of the peasants without land. In the studying process, the author emphasizes and analyzes the systemic obstacles and flaws on the peasants' legal rights which should be endowed with and the deep-seated systemic reasons of social security scarcity. After that, taking the city of Jinan for example the author gives several useful advices on how to establish and improve the social security system of protecting peasants without land .
