Research Of Building Corruption Prevention System In China

Corruption is a parasitic "cancer" in the body of human society that damages the normal economic and social development and affects the country and the nation's future and destiny. All the time, not only developed countries, but also developing countries regard corruption as the "top killer threatening their own long-term stable development. After the New China was founded, corruption had ever been eradicated due to the implementation of the people's democratic dictatorship of state power.With the deepening of reform and opening-up, the finer parts of western civilization flow into China while some of the decadent and out of dated thoughts enter as well. A number of people have become crazy for money and material dependency which leads to money worship and pleasure-seeking. Meanwhile, as a result of the construction of socialist market economy, the old system was broken but a new social system adapting to the economic base has not established yet. In that course, some CPC members cannot withstand the"attack"of sugar-coated bullets and take advantage of the imperfection of systems to conduct corruptive actions. Under new circumstance, corruptive actions become more complicated and various. In some public sectors, corruption prevails all the same, and even becomes worse.In recent years, a lot of achievements have been made in fight against corruption. However, the fundamental cause lies in that the government usually adopts such a punitive way as"after-corruption- happen-penalty"which cannot prevents corruptions in advance. That's why so many corruptive public servants take bribes one after another frantically in defiance of the law's regulations. Therefore, in order to eliminate corruptions effectively, more preventive measures instead of"after-penalty"should be used. Essentially, it is imperative to eradicate all subjective and objective factors which can generate the corruption with various methods.Based on this new thinking on anti-corruption, a new system called"address both the symptoms and root cause"was put forward in the Third Plenary Session of the Sixteenth CPC conference. In January 2005, the CPC Central Committee issued the"Implementation Outline of establishing a sound education and supervision system aiming at punishing and preventing corruption", which symbolizes China's anti-corruption campaign has moved into a new era. Namely, shifting from the way of"merely to alleviate the symptoms of an illness"to"address both the symptoms and root cause"as well as paying special attention to preventing corruption. In October 2008, the importance of building the system of punishing and preventing corruption was emphasized again in the Third Plenary Session of the Seventeenth CPC conference.The prevention of corruption is a systematic project which influences every aspect of Socialism with Chinese characteristics. Consequently, in a bid to build appropriate corruption prevention system for China, it is quite necessary to fully learn from other countries'positive experiences in this regard on the basis of making in-depth analysis and then formulate scientific system which works well. Only by means of this sort, can we thoroughly meet the requirement of constructing and perfecting system of preventing corruption proposed by CPC Central Committee as well as achieving the goal of anti-corruption.
