With the rapid development in China, more and more crimes are happening ,which can do harm to our society. We are facing many new things. The research for the system of protecting and controling the society (the following is SPCS in brief) should be presented. To create a harmonysosiety is put forward ,from which we get the best aim .So we can create better SPCS. In my opinion,we should not only pay attention to constructing SPCS,but also pay more attention to pre venting crimes. So we can build a harmony and friendly society with fairness and democratic management. This article is about creating harmony society. The management for preventing crimes that is being carried out hasn't solved the things,we found it a bad recycle to management after management. The department of police,as the main management departmentin social safety, we should be responsible for the social management. A heavy outlay is needed to the work.. And a number of police who are in charge of the work are needed. The restriction that is existed in the financial and the limited staffs can lead to the decrease of the managing and controling the society. It make the people suspect us. We 'd better improve the economic situation and the staffs that are most needed in oeder to make the SPCS develop quickly. The rapid development in information makes the police work easily and quickly. Many management jobs can be carried out as soon as possible. Chapter 3 is the advice. We must strengthern the work of making law and avoid the interruptting of policy and adminadtration. At the same time ,we must work according to the law. We should obey the law strictly. The construction for SPCS shouldn't be stopped after a short time. We shouldn't do the work that is only about one aspect. Capter 4 is about the construction of SPCS. Some police should be arranged to work in the countriside and the district, where the the people can be protected. We should improve the using in scientific information.,by which we can prevent the people from breaking the law. We make the people have the sense of duty.
