| In various human resources, the team of Civil Servant is the highest level human resources, usually has been called "the social elite", and also must become the social outstanding person. Whether the quality and the ability of civil servant is strong or weak, which hold the prominent function for enhancing the government's competitive ability and the national comprehensive strength, also can be the solid guaranty for realizing the policy which has been introduced by the 16th party, that are probity, diligence, pragmaticalness and high efficiency. Considering from situation of our country's reality and the international environment, along with joining the WTO, the tendency of introducing the privation of public organization and founding the service type government, as well as the arrival of the knowledge economy and the demanding of creating the leaning society all together raise the newer and higher demand to our government construction of capability of civil servant. Based on the above background, this article try to proceed from social issue, system issue and the civil servant ability construction, and discuss the feasible approach for civil servant ability construction. The purpose is to design the constitution of ability construction of our country's civil servant and to enhance the quality and the ability for the overall civil servant.This thesis is divided into five parts. The first part mainly elaborate the research background of the paper, the essentiality and significance, and has carried on the outline to the correlative theory. The second part mainly expatiate the conception, the concrete content and the classification in civil servant ability construction and introduce the experience of foreign counties on civil servant ability construction. The third part pointed out the problems which exist in our country's civil servant ability construction work in the present, mainly include lacking of the lamination and classification mechanism, lacking of the powerful system safeguard, lacking the connection with construction of morality and the matters of civil servant's own. The fourth part has carried on the reason analysis to the above problems. The fifth part proposed the basic conception to our country's civil servant ability construction under the new situation. This chapter is key point to this article, separate into founding the civil servant ability frame, the civil servant training system, the civil servant assessment system and the occupational ethics construction system, according above all this part has carried on the comprehensive discussion, and put forward the proposal to each aspect. |
