Research On Several Problems In Chinese Public Crisis Management Under Game Theory

Under the influence of globalization and with the ongoing social revolution, China is transforming in all respects and encountering various crises. Social ethic, political thoughts of people and economic development type, and are also changed under this influence. Affections result form international crisis also influent domestic economic and society. Thus, public crisis management became an important project for Chinese government and our society.This thesis discusses how to innovate government institution and issue law to improve public crisis management system through information economics, games theory, new institutional economics and management theory. First, paper introduces situation of public crisis management in China and give question through discussing crisis happened recently. Second, three games theory model are used to solve problem in crisis management system. Prisoners' dilemma model is used to analyze various problems between parallel parts in organization of crisis management. Construction of crisis management plan and of decision mechanism is discussed under incomplete information dynamic gaming model. Negative treatment of local governments in value system is discussed under the theory of principal-agent. And solutions are given behind each discussion. Third, institutional evolution and institutional provenance theory are used to analyze relationship between institution and crisis. At last, available solutions are given to improve Chinese government crisis management ability, such as building authority-obligation mechanism, rational decision standard, multi-value and responsibility mechanism and so on.
