On The Principles, Methods, And Approaches Of Democracy Innovation In China

The construction of socialist democracy is a huge historical task. Political system innovation is an efficient path of solving the problem of political harmony, and it is of important practical-significances in proceeding with reforms in the political system and constructing a socialist harmonious society. Since the introduction of the reform and opening up policy, we Chinese have been actively yet prudently proceeding with political system innovation, thus socialist democracy has shown strong vitality.However, the political system of our country has appeared some disharmonious problems in the critical period of social transformation. And these problems virtually resulted in the maladjustment between the productive forces and relation of production as well as some aspects of superstructure. And this phenomenon has lasted for a long time, which came from system lack and defects caused by the lag of our system innovation.In order to construct a socialist harmonious society and realize socialist democracy, we must actively proceed with ( political ) system innovation, so that the ever-increasing system demand in social development can be met, the disharmonious phenomenon in the process of social development can be rectified, and then sound security system will be provided to achieve the goal of socialist democracy.With rational thinking, the author insists on comprehensively reviewing the historical process of the constructing of our socialist democracy and problems appeared in it, for the purpose of better guiding the constructing of our democracy. The article is the first part of the system and political system innovation on the basic concept.In the second parts of the paper, the existing problems and the causes in contemporary China's political civilization building are analyzed. Firstly, in terms of the Party's style of leadership and governance, the author analyzes the phenomena such as the overconcentration of power, the government and party committee jointly, the party's replacements of government, ect. as well as the corresponding reasons. Secondly,the problems as well as the causes are analyzed in terms of the basic political system,citizen's participation in political affairs, promotion of democracy at the grassroots level and so on.Thirdly, the problems and the causes in terms of the construction of legal system and the operational mechanism of law are analyzed from the angle of Law-construction.In the third part,setting the analysis of our present democracy system as a starting point, as well as combining the realistic situation of our county, the author divides the democratic political system innovation into three stages by the exploration of it in China. These three stages are as follows: theoretical inducement stage, practice stage and regulation and management stage. The author analyzes the principles which should be stuck to stages pectively and reveals the rules of democratic political system innovation in these three stages.In the fourth part, relations among all kinds of political factors are reconstructed in the range of the basic political system existing at present, so that methods and approaches of democratic political system innovation can be found. Then, specific applying programs including systems of NPC, governments, parties as well as democracy at the grassroots level can be designed. First, we should establish and improve the people's congress system, improve the NPC's legislative system, improve the people's congress supervision system, improve the people's congress electoral system; Second, we must strengthen the government system innovation, proceeding with systems, mechanisms and institutions of the government, and strive to make our government be a law-ruling, responsible, servicing, sunny and harmonious government; Third, we should reform the Party's style of leadership and governance to improve the party's ruling capacity building, strengthen the inner-party democracy building, establish and improve the cadre and personnel system; Finally, we should promote the system of autonomy in rural villagers, urban residents'autonomy system, and enterprise autonomy system to improve the system of grassroots democracy autonomy. At the same time, we should implement the strategy of governing the country according to law, improve and perfect our legal system, establish a reasonable, fair, and efficient law operational mechanism, strengthen legal education and enhance civic awareness of the law and the concept of the legal system, which can provide a powerful legal protection for the construction of socialist democracy.
