For thousands years, the development of human civilization has always been with various crises, however, we have learned to control crises only in the past periods.Now, the special period, the various conflicts and social problems occurrence with the crisis affairs happen. The characteristics of crisis are abrupt, indefinite, destructive...etc. The purpose of a crisis-managed government is to monitor, do the early warning, prepare, respond, take the gauge of the instauration, make a conclusion etc. in order to keep away from possible crisis, quickly handle the happened, and alleviate the loss or transform to be chance and to defend the civil rights, the property right, and the national security. The government crisis management divides into prevention, preparation, response and recovery four stages on the line lengthways.The present condition of crisis management in our country is still in widespread lacking consciousness of the crisis, low ability to reply, limited legalization, unclear functions and shortness of professional organizations, therefore, perfecting a crisis-management system and increasing the ability of the government's reaction to the crisis is an urgent matter at the moment.The governmental crisis-management system of the HKSAR is on the foundation of the whole managed ability by means of legalization to throw off the complete crisis plan, efficient organization for core moderate, and the ground network of crisis replies all together.Therefore, this thesis through introducing and analyzing some proper modals of crisis management system and crisis affairs in HKSAR, and would offer some necessary references for the construction of a crisis-manageable-government in China.
