On account of historical reason, the Party and government have been looked on as one thing in China over a long period of time. Party committee and government leaders are appraised in the same way. With further development of politics democratization ,economy globalization and information technology day after day, that kind of evaluation mode has shown more and more disadvantages ,such as appraisal criteria couldn't be combined with government position features suitably , and it has become ambiguous and lip deep. As a result, it couldn't appraise leader's working achievement well and truly, neither it could fully mobilize leader's working activeness . Original leader's performance appraisal system has become more and more unsuitable for current personnel system of public organization.Since became a member of WTO, the reforming China has get more development chance, also we has to face with more austere challenge. Especially all kinds of complex and multivariant social environments brought by economy globalization make management activities of government changed greatly. Local government leaders have to face with new complex business and higher work request at all times. It is a kind of effective method making leaders work hard, improve continually and realize struggle object of themselves to build up a set of performance appraisal system of local government leaders which meet with features of different government position.How to appraise government leaders justly, objectively and correctly? It depends on a good platform of appraisal system. That is, Party committee and government leaders are different in responsibility and authority. Party committee is constitutor of the policy, and the government is executor of the policy, which bears the function of public administration and public service. To build up a set of appraisal system of local government leaders, with theory of motivation, we should analyze government leader's position first, and obey the principle of systematic management and appraisal. That is both the need of nation development and need of leader's personnel system reform.
