On The Leaders' Quality Structure And Its Improvement

Leader's qualities are directly relevant to the all-round development of leaders, the optimization of leader's activities and the improvement of leaders' performance. Moreover, it is essential to the our national development, the rise of our nation and the lives of people, as well as the performance of organization and effectiveness of governance.The report issued by the Seventeenth Party's Conference of PRC pointed out clearly that we should continue to improve the party's ruling capability, to focus on the establishment of leaders team, and we should deepen the leaders' awareness about the system reform in China, and focus on the training the high-quality leaders team. Above documents shows that the central government began to realize the importance of improving the qualities of leader's team, and made the new requirements to the leader's team in all classes.Through the study on the leader's quality, the paper made a research on the quality structure of leaders and its improvement scientifically and systematically based on the heroic achievements in the science of leaders at home and abroad. Finally, it put forward the measures to solve the problems facing the improvement of leaders' quality structure.In addition to the introduction of this structure, the paper mainly included three main parts as follow: The first part is on the related concepts and characteristics of leader cadres. This part made a clear definition to the content, features and function of leading cadres, as well as other related theories on leader cadres' qualities. During this part, it also introduce the theories on Western leaders theory and ancient Chinese leader systematically.The second part made an analysis to the quality structure of leaders. In this section, the author discussed the elements which forms the quality structure of leaders, and analyzed the quality structure pattern under certain internal and external environment. It also studied on the problems facing us to optimizing the quality structure currently and its reasons.The third part put forward to several measures to optimize the structure of leaders' cadres: First, reform and perfect the system of selecting and appointing leaders system, and provide the system guarantee for the optimization of leaders' quality structure. Second, the leaders themselves should continuously strengthen their self-cultivation to meet the development of society and the new demands of the times. Third, establish the basic framework of punishing and preventing corruption, and form the whole process of monitoring mechanisms for power running. Forth, comprehensively implement the scientific concept of development, and improve the quality evaluation mechanism.
