"Tibet Human Rights Problem" And C.C.P's Policies For Tibet

The essence of the so-called "Tibet Human Rights Problem" is the independence of Tibet and it can not survive to nowadays without external interference and assistance. It has been actually the US that controls the development of Tibetan issue since its first interference beginning in the late 19`" century and early 20`" century. The Tibet Human Rights Problem" is becoming a card for anti-China.U.S. put forward it after the armed rebellion of Tibetan having been put down by the Chinese government in 1959. U.S. manipulated the UN General Assembly to pass three resolutions in 1959, 1961 and 1965, since then "Tibet Human Rights Problem" entered into the international stage. During the 1970's, U.S. had loosened the control of some problems between China and America in order to antagonize the Soviet Union. When the moderating the contradictory between U.S. and the Soviet Union and president Jimmy Carter practiced "Human Rights Diplomacy" in 1980's, "Tibet Problem" began to overlap with "Human Rights Issue". With the end of the Cold War, both Tibet separatists and Anti-China groups in U.S. criticized that Chinese government has abused "Tibetan Human Rights" and requested for the right of "Tibetan self-determination "so as to realize the Independence of Tibet.For half a century in order to drive out imperialist forces overthrow the brutal rule of feudal serf system of religion and political confusion, put into effect regional autonomy of minority nationalities, and implement reform and opening-up and socialist modernization construction,the people of all nationalities in Tibet ,under the leadership of the CPC and with the support of the people of all ethnic groups across China ,have made vigorous efforts, taken part in long and arduous struggles and started a brilliant way to successfully carry out new democratic revolution and construction socialist revolution and modernization construction in border areas of minority nationality.Tibet take a great place on the Human Rights field.Based on the works of the former scholars' and the findings of declassified documents of the U.S. government and directed by the historical materialism related, this dissertation tries to explore and analyze the origin and development of "Tibet Issue" and to criticize their falsenesses in theory and facts. At the same time we should come proudly to conduct comprehensive, objective and conscientious study of the CPC' s guiding principles and policies for Tibetan work in all historical periods and make a scientific summarization of the past experience of the Party' s tasks in this region is not only helpful for the people in China and the whole world toknow Tibet thoroughly ,but also has important and realistic meanings, long and historic senses and special and political significance for safeguarding unity of the country, opposing split of the nation, establishing socialist ethnic relationship of equality and mutual help, solidarity and cooperation and common prosperity, and advancing the economic development in a leaping way and the long-term stability of the society in Tibet.
