In order to meet the need to deepen the reform of the institutions, it is particularlly important and necessary to gradually establish macro-oriented equilty, micro level of incentives, rational structure, order norms of income distribution system.The prominent contradictions in the total wage and salary distribution mainly manifested in that the performance can not be linked to wages, and there is too big difference for subsidies and allowances between different district institutions and departments.besides, the subsidies lose macro-control. With the impact of the different levels of economic development and financial management mechanisms, the uneven between regions becomes increasingly distinguished, it is necessary for governmental departments to tighten control in this regard, to minimize the gap between industries and sectors.So ,to strengthen the institutions management of the total wages, revitalize institutions on the basis of the internal distribution, enhance institutions vitality, and establish the income distribution system which would be suitable for institutions characteristics, reflect positions performance and management of grading classification ,the improvement of the macro-control mechanism has become very urgent and necessary.At the same time, it is of great significance for regulating the distribution order, straightening out distribution relationships, and improving wages normal adjustment mechanism.However, after the institutions income distribution system reform in 2006, with the impact of related supporting policies , national and provincial institutions only made the provisions of principle for the new form of the total wage management and merit wage distribution,neither the nation has formed specific and unified implementation approaches . Specific policy approaches are still in the research and exploration.Based on the above situation, the government of RiZhao has made a lot of researches and explorations in this aspect, and strives to work out with the actual management approaches for RiZhao city, in view of the characteristics of its own institutionsAuthor first elaborates the history of our institutions wage system in the paper, and based on it, sums up the change regulations of our country's institutions wage mechanism, and points out the trends of its development and the reference for current work. Secondly, on the basis of a great number of investigations and studies ,by analysis of the original data and the introduction of the incentive factor and limit ratio, the total wage approved methods have been determined, author also gives a brief introduction on the merit wage distribution methods . Finally, several issues in the institutions total wages and requirements for merit wages distribution are briefly described.In order to reflect the actual problems existing in the wage distribution of Rizhao City institutions ,to formulate feasible and appropriate methods for the institutions management of the total wage and merit wages distribution, field investigation, Quantitative and Qualitative analysis, case studies, expert interviews and data access method as well as other methods are uesd in the paper.
