The Study Of China's Participating UN's PKO From The Viewpoint Of National Interests

In new China's history, the national interests'priority has changed three times. These changes'time is the year of 1978 and 1997. From new China establishment to the end of 70's of 20th century, the national interests'priority is protecting our existence. In the 80's and 90's of 20th century, the focus of national interests is protecting economic safety. In the beginning of 21st century, the oversea benefits becoming our new concern, China starts to emphasize comprehensive safety.The changes of the Chinese national interests have obvious influence to the relations between China and United Nations. Peace-keeping Operations (PKO) is an important international systematic arrangement of United Nations, so the relation between China and it is also affected by the national interests'change deeply. Because of the influence of the international and domestic situations, new Chinese diplomacy mission mainly is to protect the political safety and the military safety, which are our core safety before 80's of 20th century. In this period, China doesn't take part in the PKO. From the beginning of 80's of 20th century, China starts to pay more energy to the economy construction, emphasizing to ensure own economic safety. Economy construction can not get away from reforming and opening. Luckily, United Nations build an open stage for Chinese opening. PKO is a multilateral arrangement that is attended by many nations, and it is carried out in the world-wide, so it provides an opportunity for strengthening communication with other countries. Considering it, China changes its attitude and starts to participate the PKO with circumspection. The Chinese rising speeds up with the fast development of the economy in the beginning of 21st century. In this process, the contents of Chinese oversea benefits have been enriched, and its importance gets more valued. Oversea benefits face more and more threats and challenges. China puts forward the idea of the new safety in time to protect itself safety in international cooperation. Attending PKO actively is helpful to set up our country's responsible country image in the world, helpful to remove the international influence of "China threat theory", helpful to enhance our country's policy-making capability in the international affairs, also helpful to protect our oversea benefits. Because of this, China completely takes part in the PKO in the initial stage of the 21st century. This characteristic is more attending troops, more active attending attitude, and various attending ways. But the new PKO is different from the traditional PKO. It breaks traditional principles for the sake of suiting the new international situations, but it can not build up new valid rule systems. It emphasizes the importance of "creating peace" and "preventing diplomacy", but has not ability to differentiate it from interfering other countries domestic affairs .This situation brings up a new challenge for our country to participate the PKO, and it also gives the new missions for our country to promote reasonable valid reform of the PKO.
