Economy and polity system reform has made local governments relative independent economy entities. China's tax system reform in 1994 stimulated the local governments' desire of developing the local economy. Local governments competed heavily centering on the limited resources and went beyond normal limited. The excessive competition between governments caused following consequences: misused resources, seriously damaged environment, wide spreaded economy blockage, similar economy structure. Local governments went out uncooperative competition and got cooperation many years later. Crosswise governments cooperation has become the main tendency in the relationship of local governments.The paper in the cross nations comparing view reviewed the Chinese and overseas experts' study on the crosswise governments relationship, and on this basis classified the typical countries as USA .Canada and Australia into big countries, correspondingly, put Denmark Finland Sweden and Norway into small countries with certain criterion of territory area, administration and population. Then some cases about crosswise governments relationship between big countries and small countries were systemically analyzed and compared.
