In China ,making great effort to develop philanthropy is of great importance for promoting social fairness, maintaining social stability, expanding the superiority of socialism as well as consolidating social foundation for Communist Party . Along with the transition of China's entire economic system, especially the adjustment of industrial structure, not only is the gap between rich and poor magnified, but also is the social collision highlighted; therefore, the philanthropy as a vital part of our country's social security system is exerting increasingly important effects. However, the development of philanthropy in China is comparatively lagging behind as a result of government's imperfect support mechanism. In order to improve the support mechanism in the development of philanthropy, the China government should make a change in its function by reasonably distinguishing the responsibility between government and society, standardizing the establishment of related policy, setting up charity organization and culture, etc.The author introduces several basic concepts and their inner connection at first, including charity, philanthropy, and governmental support; and then the author summarizes existing problems by reviewing and analyzing the history and status quo of the relationship between philanthropy development and governmental support, indicating that it is necessary for the government to give more support to the development of philanthropy; at last, on the basis of the experience of developed countries in development of philanthropy, the author put forward a series of reforming undertakings aimed at improving the governmental support mechanism in the development of China's charity, which are mainly manifested in policy-making and supervision system of government. The government's effort in building up charity culture and organizations should be also under consideration.
