Research On The Promotion Of Community Social Organization Development By Micro Ventures Philanthropy

As an important part of community governance,community social organizations are paid more and more attention.In recent years,the Ministry of Civil Affairs has issued a series of policy documents to support the development of community social organizations.In 2017,the Ministry of Civil Affairs issued "Opinions on Developing Community Social Organizations",pointing out that "through the development of community service project exchange meetings and public venture capital competitions,community social organizations are guided to establish project awareness and improve the level of demand discovery,project design and project operation".Shanghai,Nanjing,Guangzhou and other places have supported and cultivated a large number of social organizations by means of public venture capital.After that,many regions have also carried out the practice of cultivating organizations.In 2019,Jinan started the exploration of cultivating community social organizations with public welfare micro-entrepreneurship investment.Based on the author’s practical experience of public welfare micro-creation investment in community J of District L of Jinan City,this paper takes the two sessions of public welfare micro-creation investment held in District L of Jinan City as an example to analyze the advantages and achievements of public welfare micro-creation investment in cultivating community social organizations.At the same time,it also summarizes some problems in the cultivation process,and finally puts forward perfect countermeasures for the problems.This paper uses the methods of participatory observation and interview to roughly sort out the two sessions of public welfare micro-creation investment held in District L of Jinan City,and analyzes some advantages and achievements of public welfare micro-creation investment in cultivating community social organizations.Micro Ventures Philanthropy to cultivate community social organizations based on the needs of residents,provide development funds and professional training,professional social workers to accompany the advantages of the whole process,has made a breakthrough in the number and quality of community social organizations,promote the transformation of entertainment organizations,make it more participatory.It also meets the diverse needs of residents,promotes residents’ autonomy,participation and community governance.But new things in the process of development is not smooth,public micro venture in the role of it also has its problems:screening conditions loose,evaluation management needs to be improved.The credibility of community social organizations is insufficient.Unbalanced organizational development and weak sustainability of development are areas that need improvement.The author puts forward the corresponding countermeasures to improve the above problems:Firstly,improve the system of public welfare venture capital.Secondly,the government and community social organizations work together to promote the construction of the credibility of community social organizations.Finally,aiming at the problem of sustainable development,we should not only see the short-term effect of community social organizations through public welfare micro venture,but also establish long-term goals to achieve long-term development.
