After 1960s, people paid attention to NPO, a common social phenomenon. With the appearance of welfare crisis in most western countries in 1970s and 1980s, welfare pluralism theory came into existence. This theory hold that the government should not be the only supplier of the social welfare and it is important for NPO to fill in the blank of the absence of government in order to avoid over-expanding of market.The theory also insists that the government should utilize NPO to integrate the resources of social welfare and to improve the supply efficiency of social service. The difference of the development status of NPO between Hong Kong and Shanghai is great. NPO in Hong Kong has become the important part of social welfare service system during a long period of development. However, the tradition of Shanghai's NPO has once been broken off, which is reconstructed with reforming and opening-up. Most NPO of Shanghai have a close relationship with the government and their organization is imperfect.The essay has a novel viewpoint and concentrates on the basic situation and feature of Hong Kong's NPO participating in social welfare. Drawing on the practical experience of Hong Kong and combining with Shanghai's government institutional innovation and transition of function, it brings up some foresighted views and related suggestion to the process of Shanghai's NPO participating in social welfare.
