Stuart Muller had sharply pointed out , The public bureaucrat department takes external incapable control to efficiency and internal incapable control to incentive as its characteristics. How to effectively encourage the civil servants of the public sector is not only the issue that public management scholars concerned, but also the important element in the practice.The promulgation and implementation of《Civil Servants Law of People's Republic of China》symbolizes that our civil servants regulations goes on the track of standardization, legalization and scientific. The basic personnel management of our government agencies achieves a historic leap from the planned economy to the market economy. However, because of not attaches sufficient importance to the civil servants incentive, the civil servants are lack of the sense of responsibility, service and innovation. Civil servants' work and income superiority have not been completely transformed to the internal driving force for positive work. In order to fully increase the enthusiasm of the civil servants, it is needed to further improve China' s civil servants incentive system.As a cultural, the development of system performs as vertical self-succession and horizontal mutual integration. This thesis researches from the management science angle, mainly vertically inspected the development process of civil servants incentive mechanism and horizontally takes western theory of human supposition nature and demand as basis and lights of our social reality to construct civil servants incentive mechanism.This thesis is formed by four parts: The first part introduced and summarized the theory of civil servants incentives mechanism; The second part inspects the development process of civil servants incentive mechanism through historical analysis method. Then we can better understand its characteristics; The third and forth part analysis the human characteristics and the demand structure of civil servants, as well as the operation environment of incentive mechanism. The analysis is according to the achieved results and existing problems of civil servants incentive mechanism and the learning from the useful achievements of the previous two theories. On this basis, it proposes to construct our civil servants system of incentive mechanism.
