The Moral Dimension Of Anti-Corruption

Moral anti-corruption is the way that using good ethics guidelines to restrict the authority of the administrator, transforming these guidelines into the inner self-discipline through moral education, guidance systems, social supervision of these criteria in order to improve the moral qualities and character of the administrative staff. Someone maybe has the wrong thinking that moral anti-corruption is the way that only using moral to fight corruption and weakening or negating the effect of the law. Moral anti-corruption in this article is not to put moral at the antithesis of the law, but to research the way of anti-corruption from the moral point of view. Moral dimension of anti-corruption includes three aspects: moral of the administrative staff, moral of the system, moral of the supervisor. This article analyses what we practiced and what we neglected on the anti-corruption. Combined with the work of combating corruption done by the Disciplinary Inspection and Supervision Department, it will put forward the moral countermeasure on Anti-corruption. The article is divided into six parts.PART1: Introduction. Discussing the definition and significance of this subject, the research study in China, the research idea and method.PART2: The Outline of Ethical Anti-corruption. Fist is to understanding the basic concept such as the definition of moral and corruption. Second is to discuss the theoretical basic of ethical anti-corruption.PART3: Anti-corruption: moral and law in the process of anti-corruption. First is to state the special function of moral comparing with law in the process of counter-corruption. Second is, by using the knowledge of public administration ethics, to analysis the relationship between moral with behavior choosing, system formulating as well as supervising mechanism of the administrative main body. Third is, placing on a par the law and the moral, to put forward the basic countermeasure of anti-corruption that the government by law and the virtuous rule complement one another.PART4: Practice in Moral Anti-corruption Abroad. First is to introduce some successful experiences of different countries and different areas in moral anti-corruption. Second is to analyze the significance to our country. PART5: Moral anti-corruption practice and deficiency in our country. First is, taking our Disciplinary Inspection and Supervision Department as an example, to go deep into some moral anti-corruption practice carried out in our country in recent years. Second is to conclude the deficiency which exists in the moral anti-corruption aspect in our country after comparing with the foreign experiences.PART6: Perfect Our Countermeasure on Anti-corruption. It is mainly put forward some target-oriented ideas and countermeasures according to the situation of our moral anti-corruption.
