Therefore, government information dissemination system has been seen as one of the most important factors of improving the ability to govern and establishing a socialist harmonious society of our country. However, government information dissemination system of our country has so many problems that makes the government can not release information effectively and in time and the citizens can not protect their right to know. 'The Ordinance of Government Information Disclosure of People's Republic of China' came into effect on May 1st, 2008, which offers ideal for designing, operational framework and legal basis for government information dissemination system. We can implement the ordinance to make the government information open and transparent as well as protect the citizen's right to know by studying the government information dissemination system in order to establish the socialist harmonious society.Setting the information disclosure as the background of government information dissemination system, and analyzing its theoretical basis and referencing the experiences of The U.S.A and Hong Kong, the thesis chooses several representative departments and cities as samples of the investigation. On the basis of investigating the government information dissemination system of our country from the aspects of history, numbers, content and forms of government information dissemination system, situation of formulation and implementation, management of spokesman and the situation of columns of government information disclosure on the government web-sites etc, the thesis sums up the defects of the government information dissemination system and analyzes the duties which the government, media and citizens should take in the process. The thesis establishes a universal model of government information dissemination system of our country on the basis of the investigation and by the path of the flow of information in government. Against those questions, the thesis makes recommendations to improve the government information dissemination system such as improving the quality of spokesman, smoothing the way of collecting information, regulating the forms and process of press release and improving the system of information feedback .etc, with a wish to direct and urge the implantation of "The Ordinance of Government Information Disclosure of People's Republic of China". At last, the thesis takes the Hand-foot-mouth Disease in March 2008 in the city of Fuyang in Anhui province as an example.
