Study On Policy Public Participates In A Pattern Based On Serve Government Theory

With the perfection of market economy system and the promotion of political democratization, public policy has gradually become the main means of public management. At the same time, the public voice of participating the process of public policy to guarantee self-legal rights has been increasingly stronger, which reflects the enhancement of the public's subjective consciousness and the improvement of democratic quality, and also poses a challenge to the government management system. The public participation of the public policy is not only the important way to express personal opinions to realize self-interests, but also the landmark of the awakening of public's self-consciousness.Proceeding from the frame of the current service-oriented government theory, this dissertation analyzes features of service-oriented government, public requirements, the new developments,issues and causes of public participation of China's policy,then analyzes the historical development of public participation and put forward 3 modes. Lastly, it concludes "the public - decision-makers" mode, which adapts to the theory and practice of our service-oriented government, and indicates some issues concerned with implementation of the mode.
