Along with the great economic and social development in China, its present rural fathering mechanism lacks the capability of adjusting itself to the requirements of New Rural Construction and rural development, especially in those less-developed areas, so its reformation is imperative under this situation.In an analytic perspective of government function positioning and government system innovation, and incorporated with Public Service Theory, Social Integration Theory and Contemporary District Fathering Theory, this thesis analyzes the existing problems in rural fathering mechanism in less developed areas and its necessities of reformation. In the light of the latest research findings in domestic rural fathering mechanism and the contemporary development orientation of public management, and referring to the successful practices and theories in rural fathering in Taiwan, Thailand and some of European countries, together incorporated with the social reality in less-developed rural areas in China, the thesis advances a reformation route of rural fathering mechanism which accommodates to the need of less-developed rural societies in China. That is, it requires the active participation of the public, a redesign of town government functions, a new installation of town organizations and a reinforcement of the supply of public services under the guide of Theory of New Public Service; it also requires an initiative cultivation of civic social organizations and a strive to promote villagers to participate in rural management of public affairs; it also requires a construction of interest expressing mechanism to form a three-part beneficial interaction among state-town-villager; and it requires an optimization of matching reformation of rural management of pubic affairs and relevant system arrangement.
