Nonpoint source pollution is a tricky issue that must be sorted out during the economic growth and urbanization of the developed areas. As far as the developed areas with dense population but less land resources are concerned, a city develops, the higher the values of the resources of land, forestry, water and village of its rural areas are. Although the countryside is no longer a pure production base of the agricultural products, it still provides the city with eco-service, scenery-service a nd residential service. However, the deterioration of nonpoint source pollution of the countryside in the developed areas is damaging the value of the countryside. The current environmental control and management system is unable to deal with the deteriorating nonpoint source pollution. Besides, the technical measures taken to sort out nonpoint source pollution are not ideal. I n a llusion to the above issues, this thesis tends to explore the profound reasons of the nonpoint pollution of the countryside in the developed areas from the economics point of view and make a new breakthrough in dealing with the nonpoint pollution.The nonpoint pollution in China is different from that in other countries. These unique features are closely related to the unreasonable elements in the agricultural development strategy, scheme, policy and management during the urbanization of China. The above mentioned issues reflect the deficiency in the economic and management system of the countryside as well as the traditional production mode and living mode. The direct result of this deficiency is that there appears a trend of marginalization of the rural areas, the countryside is excluded from the mainstream development and the multiple values of the countryside are neither recognized nor protected. The advantages of industrialization and urbanization are obtained by the city while the countryside has to bear the arising costs. The deterioration of nonpoint pollution reflects the marginalization of the countryside.Nonpoint pollution also reflects the government's incapability to monitor the market. In order to control the nonpoint pollution the government must change its conventional role of interfering but to create the motivations and to make sure that the market price mirrors the social and environmental costs. The government should control the materialization trend in the social production by economic means andincentive system, eliminate the rules and regulations that are adverse to environmental protection, resources recovery and recycling and promote the environment-friendly behaviors of both producers and consumers.This thesis proposes that the agricultural economy of the developed areas in future should transform from product-oriented economy to service-oriented economy, and discusses countermeasures about the solution of nonpoint pollution. The countryside should function as the provider of all kinds of services, which is a green channel to expand the countryside development space. During the process of urban and countryside integration, the countryside should create and e mbody its scenery value, classical and cultural value, value in the maintenance of urban environment and value in maintaining the varieties of the creatures, experience, entertainment and education. In a word, to tackle with nonpoint pollution should not restrict to some technical measures but to pay particular attentions to change the system and mechanism resulting in the countryside marginalization instead. As a result, the ecological value, cultural value and intellectual value of the countryside can be reckoned and protected.
