Administrative corruption is the core of social corruption, it is a sensitive and complex political problem and social phenomenon. The high incidence and spreading trend of administrative corruption may not only threaten political stability directly, but also affect the process of democracy and rules of law, but also do harm with economical growth and economical structural reform, and lead to the corruption of social atmosphere. Although the Party Central Committee and the State Council have step up anti-corruption efforts, firmed confidence and determination of anti-corruption, gained remarkable achievements in the anti-corruption struggle field,but the target of administration according to law and building a government ruled by law confronts a serious challenge coming from the status of administrative corruption. Facing challenges directly and adopting theoretical and practical research on multi-disciplinary and multi-perspective fields, expanding the prevention and treatment measures of administrative corruption from the source is urgent and extremely important.Administrative corruption is the corruption of administrative power, the organic combination of executive power and the executive improper interests is the key factor leading to administrative corruption .The government power belong to departments, the departments power belong to personal power, personal power service interests and pursuit the greatest interests, The executive power becomes means and ways of gaining improper interests , improper interests is the fundamental objective chased by executive power. Therefore, the starting point of controlling administrative corruption is selected as excluding interest (decoupling ' of executive powers and executive interests).Take the anti-corruption strategy and guidelines "govern symptoms and root, comprehensive governance, punishing and preventing, focus on prevention" which proposed by the party central committee and establish and improve the system of punishing and preventing corruption by education, system and supervision as the framework and foundation, from the aspect of combination of theory and practice, studying the performance, characteristics and causes of administrative corruption deeply, exploratory proposing the model of excludinginterest to control administrative corruption------embedded in the rule of law,embedded in the virtue of administrative; embedded in the administrative system, and striving to build a new fulcrum to prevent and control corruption, reducing and lowering the probability of administrative corruption, reshaping the concept of executive main-bodies administrate by law and serving the people, promoting the operation of executive power and administrative development to be harmonious and orderly, and advancing the construction of independent system against corruption in China and target of government ruled by law .
