| The Fifth Plenary Session of the 16th Central Committee of the Communist Party of China has already made the important decision of "constructing the socialist new village", which is the important decision our party made by considering overall situation, fixing attention on farsighted, developing with the era. In the Fifth Plenary Session our party put forward the total targets of the constructing socialist new village: production development, lenient life, the country civilization, clean and neat village, democracy management, which embodied the objective requests of village's developing completely under the new situation. But under the new village's construction how to real extend the independent participation of farmers, stir up the aggressive and enthusiasm of constructing new village, make the farmer regard reformation and construction as their own business, thus make new village construction strong and last long vitality, which is still in aggressively exploration. Therefore, under new village construction the research on the function of farmer corpus has very important meaning.This paper first states the target and mission of the socialist new village construction, and then puts forward the main basis of the function of farmer corpu under new village construction: it is the summary of the domestic and international history; it is the inevitable request by which Communist Party of China insists on the development view of Marxist society and science development; it is the inevitable choice which resolves "three agricultures" problem; It is the real demand which sets up village as a harmony society. Then it states the main performance of farmer corpus function in the new village construction, mainly nearly all the farmers regard the new village construction as an self-conscious activity, become the main soldiers that construct the new village, the main participants of decision and the village constructors, the creators of new village construction, and the biggest benefit. Last, it emphasizes to explore the realistic path of playing the role of fanner corpus under the socialism new village construction: First, sets up the new relation between the government and farmer, strengthens the government's leading function. Here it requests the government to change completely the view of "three agricultures", strengthens the establishment, macroscopic instruction of public policy and adjustment and for new village construction provides law basis and guarantee etc.; Second, strengthens farmer's confidence, stirs up farmer's construction enthusiasm; Third, pushes forward system innovation, removes the system obstacle that prevents playing the role of farmer corpus, land system, public product allotment system, education system and village society guarantee system etc.; Fourth, raises the regimentation degree of farmer, establishes all kinds of farmer school store, mainly puts forward the important path of improving regimentation degree here;Fifth,Strengthens village construction democracy legal system, actually guarantees democracy right of farmers; Sixth, raises farmer character, educates new farmer, analyzes the relation between raising farmer character and new village construction and emphasizes to put forward the important path to raise farmer character. In short, the party and the government in the new village construction respect to the farmer corpus position, the farmer corpus function can develop well, then they can provide endless power so that make the new village construction keep on steadily and healthily. |
