Since 18th century, the bureaucratic system has played an important role in the development of the society. Especially in the beginning of 20th century, the bureaucratic system has obtained the unprecedented success. Along with whole world economic integration development, public administration has been faced with various problems, especially those caused by bureaucracy and corruption.Under the background of global economic development, the western countries have raised the public administration reform. Every country reforms their government system from the economics, the politics, and the management. The reform mainly includes England continual plan, US's government transformation, Canada public service 2,000 plans and Australia's financial improvement plan and so on. Whether the reform movement did change the traditional Weber bureaucratic pattern, it needs further to discuss.Based on the difficult position of the bureaucratic system, the paper exposes many "paradoxes" in the rationalization of bureaucratic system and finds that the essential rationality has been replaced by formal rationality in the bureaucratic system. The current theories that advocate the abandonment of the bureaucratic system do not involve factors behind the problem. The "paradox" lies in that the bureaucratic administration is a barrier as well as a must for the development of the country.Human history is making form industrial society to post-industrial society, whether rational bureaucratic system can transcend social transformation or adapt to the development of post-industrial society. On the historical and realistic of the theoretical frame, I review rational bureaucratic system and find that it has historic rationality, however many aspects cannot adapt to post-industrial society. The paper simply proposed the new view of post-industry society: cooperation organization and making the government officials to psychological person.The paper analyzes the "paradox" of bureaucratic system. From the historic and realistic angles, the paper reflects the bureaucratic system, and points out that essential rationality should be improved in the practice of administration reform.In accordance with the principle of "raising problem, analyzing problem and settling the problem", the thesis is organized and divided into five parts: The first part is about the purpose, impossible new ideas and shortages. The second part is about the rational bureaucratic system present situation. On the one hand, the new public management criticized the bureaucratic system. On the other hand, the bureaucratic system brought bureaucracy and corruption. The third part is about the "paradox" between formal rationality and essential rationality, including five "paradoxes". The fourth part is about historic rationality and maladaptation to post-industrial society. The bureaucratic system brought the bright civilization of industry society, meanwhile, Appling non-rational effects to bureaucratic system. The fifth part is about the choice and surpass about our government system, the comparison between the Chinese tradition bureaucratic system and western modern bureaucratic system, at last, the paper analyzed the Chinese present situation, included the conclusion about improving the practice of administration reform.
