China is currently in the peak time of corruption since the founding of PRC and China is one of the countries which suffer relatively severe corruption in the world. Moreover, the spreading of the corruptive phenomenon has become one of the major barriers in China's construction of modernization. The essence of corruption is power corruption, e.g. abuse of authority, abuse of power for personal gain. Therefore, the priority of anti-corruption is to regulate the operation of administrative power.Through a case of typical power corruption, the essay reveals the malpractice in the operation of current administrative power and highlights the 3 issues: unreasonable distribution of administrative power, no standard & transparent procedures of the power operation and supervision & restriction mechanism of the administrative power less than adequate. The essay also discusses the relations between the corruption and power. The author suggests regulating the operation of the administrative power through reforming the current mechanism to root out the corruption from the source.First, due to China's current situation of over centralization of the state power, the author suggests constructing the government power mechanism through the democracy of constitution thoughts of power separation & balance. Reasonable separation and the balance of power is the premise to regulate power operation.Second, because of the situation that the current procedure of the power operation is not standard or transparent, the author suggests enforcing administration with law, establishing the system of responsibility, promoting open and public affairs to guarantee the power on the legal track, which is also the inherent restriction and standard of the power operation.Finally, as for the current situation that the supervision and restriction of the administrative power is less than adequate, the author suggests improving the supervision and restriction mechanism of the power through such effective measures as giving rein to public supervision, reinforcing the legal supervision, strengthening the supervision of public opinions and enhancing the independence of the supervision organizations.
